I had this problem on one of my Linux boxes too. If I remember correctly I had to edit the Makefile.PL. Some of the lib files were in different directories. If that doesn't work then you might want to consider using PNG instead of Jpeg. I have installed GD for PNG (also libPNG) without Jpeg support with no problem. Hope it helps.
