The "<E2><80><99>" etc you are getting look like hex numbers. So you could try this instead:
$line =~ s/[\xE2\x80\x99]/'/g;  # convert each of E2,80,99 into '

# or

$line =~ s/\xE2\x80\x99/'/g;   # convert hex sequence into '
