Will using the CGI/perl combination do?
Perhaps. Perhaps not. Perl can certainly deliver content using the CGI interface, that's not a problem. Resources might though.

But if I had a site that required "constant operations" on a database, I wouldn't host it in an environment where I can't control the web server.
