Oh, no need to worry about that. I've taken the route (twice, unfortunately) of saying I was leaving and then found it so very difficult to not come back.

Kinda like crack eh?

As for the local moderation system, it's needed. It may be poorly implemented, but an "online community" cannot survive without one. I'm sure it's a nice thought that it would work fine if people just stopped paying attention to it, but that's incredibly naive. As any site grows you require a filter to improve the signal to noise ratio.
