I've generally avoided consideration, because it wasn't a very clear process. I hope these suggestions will clear things up a bit.

I especially like idea two, of having meaningfull options, instead of trying to guess whether the appropriate response to "Lacks code tags" should be "keep", "edit", or 'delete"? Or is this just for before it's been considered?

Old grammar bugbear: don't mix nouns, verbs and adjectives in the list. Is it a list of problems, such as 'formatting problems' or 'OT'? Or is it a list of things to do with the message, such as 'delete','retitle'?
