It will probably be easiest to use double quotes in the shell, although that will complicate things with the `$' in a REx.
perl -pi.orig -e "s#<% \\\$flat->purge\('dynamix','outburst'\) %>#\$CONFIG{DYNAMIX_OUTBURST}#" www/index.html
