If every single one of a module's tests failed, there is probably a good reason for it (module failing to load would be my guess). This is particularly true for a popular module like HTML::Mason. Likely, this indicates that your system is setup in bizzare ways, in which case your problem isn't really Perl. The other alternative is that you're attempting to install a development version of HTML::Mason, in which case you still have other problems.
If don't think you can take the time to find out why it failed, think about this: how much time are you saving by getting that CPAN module working over coding your own solution?
