Hi,
I was having similar problems on OS 10.3 Panther. The DBI, DBD::MySQL modules would not compile. This is caused by a bug in the Developer Tools compiler. There is a note somewhere on a simple amendment to the config file for this which is supposed to solve the problem but I couldn't get that to work either. Also you can put this line after you have done the Makefile step and that is supposed to work. perl -pi -e's/MACOSX/env MACOSX/' Makefile
In the end I decided that my problem was the fact that Apple decided on a multithreaded install of Perl so I then decided to overcome this and upgrade to 5.8.3 (Unthreaded) at the same time and followed the instructions here.

For me the comand line download of the distribution from CPAN didn't work so I downloaded it with my browser and then moved it to somewhere that I could easily find from the comand line. I then moved it to the directory I had made for the process, unpacked it and installed it. Now modules install fine and DBD::MySQL DBI etc work as expected.
I hope that this helps and saves you from giving up on Perl.
