Isdigit would be easy.

Any number is harder. Heres what i have around on it. 
m/^[-+]?\d+(?:\.\d*)?(?:[eE][-+]?\d+(?:\.\d*)?)?$/

But i'm reasonably sure there is some modules in CPAN for this.
