Not disagreeing with the first part, but there are IDE options for Perl beyond one's favorite editor.

For example, there is a Perl plugin for Eclipse (EPIC - Eclipse Perl Integration).

IIRC you can use wxGlade to create wxWidgets (formerly wxWindows) to create GUI's that are usable by Perl.

Then there is Perl Builder: The IDE for Perl, or Open Perl IDE, or just http://www.google.com/search?q=perl+IDE
