You just use Win32::API. Here are the steps
  1. Figure out what DLLs are is being loaded
  2. Figure out what functions are being called
  3. Translate that to perl ( use Win32::API ... )
Pretty easy, no? Good luck.

update: You can use "Process Explorer" to figure out which DLLs are being loaded ... google ... msdn ...
