If it helps any, I left your script running using
for /L %i in (1,1,1000) do echo %i & start 359907 & 359907
for little over 5 hours and in that time, it had run to completion 108 times with nary a peep in the event log.
It's not clear to me what you debugger trace output is showing?
It's a (long) while since I used MS kernel debugger, but I seem to remember that it automatically suspended threads except the main thread until you manually enabled them?
It couldn't be that it's the debugger itself that is leading to the impression that something is hanging?
