I use this method:
# split the "id=xxx" part of the view URL
@query = split /=/, $ENV{'QUERY_STRING'};
$uid = $query[1];
Although it looks like you might be meaning to call it as:
<a href="http://www.webpage.com/script.pl?uid=4">Link name</a>
