No need to downgrade your perl. You can get Win32::Perms from Dave's own PPM repository at http://www.roth.net/perl/packages. 

c:\> ppm
ppm> rep add DaveRoth http://www.roth.net/perl/packages
ppm> search Win32::Perms
ppm> install 1
