Quick note: if you've set up your PATH right on Win32 you can type: 
perldoc perldoc

At a cmd ( or 'command' ) prompt and get similar results.

Active State does this for you, if you compile Perl yourself or get another binary ( mod_perl/Perl/Apache/Open SSL for example ) you may have to do this yourself... big wup!
