Cwd::chdir() works fine with strict. Did you import chdir? Even if you didn't, I don't see how that would annoy stricture. 

$ cd
$ perl -Mstrict -Mwarnings -MCwd=chdir -e'chdir "src"; print $ENV{"PWD
+"}, $/'
/home/zaxo/src
$
