OK so if Count is really a property, is should be accessed thus: 

  my $c = $HALi->{'Modes'}{Count};
   #  or, my preference 
  my $c = $HALi->{Modes}->{Count};

Update: Just noticed that meetraz had the same idea, but his access method is slightly different.
