You need to be level 8 in order to have a decent feel for how PM works in order to write changes that 'fit'. Getting to level 8 often happens fast enough that it still isn't enough experience with using the site.
Of course, gods don't have to follow the policy of other gods.
And if someone wants to join pmdev, then I think they'd do good to grab a copy of Everything and get a feel for how it works, which doesn't require even a single PM XP.
And I've closed security holes as recently as last week, some rather serious. So, much of PM's code still isn't going public until after that security audit happens.
