Net::SSH::W32Perl is outdated. I would try patching Net::SSH::Perl, something like

-        or die "Can't set socket non-blocking: $!";
+    defined( $sock->blocking(0) )
+        or die "Can't set socket non-blocking: ${\int$!} : $!";
