Similar, kind-of to why there are several Linux Distros

Each relatively incompatible with the others and for the most part not interoperable, standard, or well-documented (cf. the FreeBSD Handbook).

If applying TMTOWTDI to CPAN would result in such a fractured, broken mess, then I personally believe that TMTOWTDI and CPAN should remain as you see them.
