You already guessed the intuition for 'human readability', the brevity constraint is simply to handle situations that seem to come up a lot ... (for example, the "configuration name" has to appear on a cell phone screen, or on the readout of a portable mp3 player)

That's a nice paraphrase of what this question is really all about. What would the 'compact' format look like? Perhaps the constraints are mutually incompatible, but perhaps they're not. Hence the question.
