Really your best bet is to examine the sourcecode of ifconfig - if you have difficulty understanding it then you are basically in trouble because in order to implement the appropriate IOCTLs in Perl you are going to have understand very clearly the underlying data structures that are all defined in C, the code you have already been given is as clear as you are going to get.
