At a guess, I would say its because some variables contain others..

Real world example:

MIS_ROOT=/path/to/root
MIS_LOADPATH=$MIS_ROOT/loadfiles

[download]
If MIS_LOADPATH is exported before MIS_ROOT is set it will be incorrect.
