why do you try to install it on a platform (Win32) it's not designed for anyways?

Because I heard it was good and if I only learn one database, I want it to be one that I could do anything with. There were instructions and a mailing list that I thought would help me with any problems, but there were many problems that I KNOW were due to bad instructions for CYGWIN and PostgreSQL, and even with assistance, it wouldn't work.

I would suggest that you should take your installation trouble as an indication for a problem at your end.

One thing that crossed my mind is that AOL permanently disabled Windows Messenger Service (they shut it off without warning for everyone, and at least in my case it's permanent), and I know Messenger Service is needed for some programs, but I couldn't find anything that says that matters for PostgreSQL.
