From perldoc perlform:

With a "0" (zero) instead of the first "#", the formatted number will be padded with leading zeroes if necessary.

So change your format to

format STDOUT = 
@>>> @<<<<<<<<<<<<<<<<<<< @# @0 @#.###  @# @0 @#.## @  @<<<<<<<<
