I didn't check, but I bet the order of precedence dictates that
my $b = { EARL.HARRIS => 55 };
is
my $b = { EARL . (HARRIS => 55) };
which is
my $b = { EARL . ('HARRIS', 55) };
Try
my $b = { (EARL.HARRIS) => 55 };
