First the unimportant item. About a third of the way through the documentation you left "c" out of "function".

That said, when I see a hash I hope for, "Operations are O(something much less than n)." When I see something involving sorts I hope for, "Let me specify a pairwise comparison function." Tie::Hash::Sorted fails to satisfy either hope, and so I'd be unlikely to reach for it for serious work. Sorry.
