Absolutely nothing to do with Perl but you should be able to accomplish this with CSS - you can use absolute positioning to keep the menu at the top of the page. If you don't know about CSS then a reasonable start can be found at http://www.htmlhelp.com/reference/css/. Update: I just realized that site doesn't appear to have anything on absolute positioning but you can find a tutorial here : http://www.westciv.com/style_master/academy/hands_on_tutorial/09.laying_out.html
