Perl is the language, perl is the executable that compiles and interprets Perl, but PERL and P.E.R.L. are just misspellings. This nuance is captured in the saying, "Only perl can parse Perl."
Searching http://search.cpan.org for PPTP turns up Fwctl::Services::pptp as the first item. CPAN searches usually take just a few seconds, and should always be the first place you look when you are thinking, "I wonder if a module exists that does xxxx?"
The description for Fwctl::Services::pptp is: "This module will implements the rules to accept/block/account the PPTP tunnelling protocol. In order to be able to masquerade that protocol, you will need a kernel with the generic protocol masquerade patch applied."
Next you'll need to figure out that part about needing "a kernel with the generic protocol masquerade patch applied." And I have no idea whether or not you can implement PPTP over HTTP.
