I think 
Alias /mod-perl/ /home/teun/mod-perl/

[download]
is the problem. It should be 
Alias /mod-perl /home/teun/mod-perl

[download]

... but I could be wrong; trailing /'s are nearly as confusing as temporal paradoxes.
