Take a look at Config::Simple and Config::Tiny.

Config::Tiny in particular looks like a Windows .ini file -- 

    [section-name]
    var1=value1
    var2=value2

    [another section]
    var3=value3

[download]
That should be relatively easy for 'non-Perl' users sensibilities.
