A Google search returned this site that claims :

"This program will automatically refresh a internet website page(s). The idea is that you may have enough time to scan a news story headline or sports scores before the refresh time expires. It is great for watching stock charts, stock prices, sports scores and other static pages. If you enter more than one url or address the program will show each page one after the other and then return to the first page and start the rotation over or you may choose multiple windows and each url will have its own window."

It even appears to have an MSI-based installer !.

Needless to say, this is all untested and I cannot vouch for functionality or absence of spyware.
