With recent perls you can open a filehandle to a scalar: 

my $out = '';
                                                                      
+          
open OUTH, '>', \$out;
                                                                      
+          
my $var = 'world';
format OUTH =

      $var

write OUTH; 
                                                                      
+          
print $out;
