Personally, I really like UltraEdit-32. I tried perlbuilder and didnt care for it. My evaluation period is about up on UltraEdit-32 and I'm probably going to pay to register it. It's only $30.00. You should try it and see if you like it.
Another editor that I have used on windows is the GNU Emacs for windows 95/98/2000/NT. If you do any work on unix/linux systems its nice to have the consistent interface. You can go here for the faq for the windows port.
