I'm not sure if I'm understanding correcly the question, but isn't something like this what you're searching for:

$AssetRecord = { map { $ExcelColumns[$_] => $Data[$_] } 0..$#Data } ;

map will create the full list of pairs and then you create an anonymous hash with outer {}.
