I use formats quite often, actually.

I would guess they're not very popular mainly because of two reasons:

  1. There's a bit of a learning curve to get over, as soon as you start doing things a little fancy, like filling columns, using multiple formats, and so on.
  2. There isn't much call for flat reports these days. Most output that has to be nicely formatted is put into HTML.

But I've wondered about their popularity (or lack thereof) also.

Do not rebuke them with harsh words ... but rather lead them gently - with URLs - so that they may learn wisdom.
