One hack is to re-send multiple events, but that's ugly.

Agreed, but that looks like it's the way to do it. Something like http://poe.perl.org/?POE_Cookbook/Anonymous_Inline_Subrefs would at least let you dynamically play with the registered set of responders for an event.
