You're not setting any formats ... formats in Spreadsheet::SimpleExcel are on a per-worksheet basis, as seen in the POD for set_data_format().

In Spreadsheet::WriteExcel, formats are on a workbook-wide basis. (Same with Excel::Template, which may be a good choice for you.)
