You can already do something pretty close to this using the (exceptionally handy) Personal Nodelet (see What are Nodelets?); it lets you add the current node to your nodelet (or scratchpad) with one click. You don't even have to up-vote it (which is a good thing, IMO, since I up-vote a lot more nodes than I care to keep track of, and there are nodes that I want to keep track of that I can't or don't want to up-vote at the time for whatever reason).
