In my opinion, I wouldn't think so. Just review it from the perspective of a perl project ;-)
Project management is a natural direction for developers (perl or otherwise) to go in their careers, although it is far from the only direction. Which is ok, because a book on CGI programming (in perl ;->) would be just as on topic when CGI programming is a natural direction for developers (perl or otherwise) to go, although it is far from the only direction.
Not that this analogy holds true ad nauseum. A book on the correct application of tape to one's glasses should they break is probably pushing it, no matter how natural that may be to certain programmers. ;-)
