My opinion is that the first 3 all qualify. Given the limited capacity of the server, Juerd is trying to ensure the resources are available to the people who need them and abide by what he agreed on with his sponsors.

I have no say in the matter and am merely spreading advocacy. The spirit of the condition is clear - don't ask for an account if you are going to use it for things not related to Perl6.
