If you're having trouble finding suitable programmers in your area, maybe you should consider hiring someone who telecommutes? That'd open up the national (or even global) job-market for you and it'd be harder to run out of suitable candidates.
I realize there are downsides to telecommuting (for both the employee and employer), but given the obvious benefits, I'm constantly surprised at the low ratio of telecommute/onsite job offers.
