To go a step farther on mrnicks's comments:
I too see secure high quality code (as defined in the article) an impossiblity in the real business world. I'd even go a step farther and say that this aspect of code is the responsibility of the employer.
When code solutions achieve a lifespan longer than a year employers will demand a higher quality, but for now the money goes to the first workable solution, and a programmer is just as much a slave to cash as anybody else.
