How would one make a CGI for the server and not for the browser?

Think along the links of those traffic analyzers and IP blockers via Cpanel and such. How can you get a CGI script to work ON the server so you don't have to include it on every page you have?

Keep in mind, I am using a company to host my site so if I need to be root to be able to do things like this, I'd still like to know.
