UDP doesn't have the "listen" concept, it's a pure datagram service. Try this out:

use IO::Socket::INET;

my $sock = IO::Socket::INET->new(Proto => 'udp', LocalPort => 12000);

while (<$sock>) {
   print "Received: $_";
}
