I guess you want to do some GUI testing or automation from Perl. This is not easy. If you are wanting to drive an external GUI application, you might be better off with a commercial testing tool like Cyrano or Winrunner.

However, if your app is itself written in perl, it may be possible to hook the key bindings. Bear it in mind that there is more than one way of writing a GUI app in perl - Tk, Win32::GUI or Wx.
