Given that you were searching ActivePerl, it sounds like you might be porting that UNIX script to Perl to run on Win32. If that's the case, try this: 
use File::Copy;

my $file1 = "test1.txt";
my $file2 = "test2.txt";

copy ( "$file1", "$file2" ) or die "Copy failed: $!";
