It depend on individual, but like to know, what are the best known industry measurements to track the Perl programming progress or programming/development in general. Here are few things that comes to my mind
  1. Number of posts on Perlmonks or XP
  2. CPAN modules used
  3. CPAN modules written
  4. Salary Increase
  5. Other languages and methodology known and practiced
  6. Number of Projects Completed
  7. Developed systems of solving probelms.
  8. Updating knowledge and practices at periodic intervals
  9. Do whatever is required.
  10. Ability to pay more bills
  11. Riding Corporate Ladder
  12. Increased ability to enjoy life
Measurement is something which has to have some type of numbers. That eliminates things like confidence level.
