An internal error, like this one, in a CPAN module should generally be reported via http://rt.cpan.org, which gives the author a chance to process it in their own queue.

schwern wrote a great rant about that in his http://use.perl.org journal.

Do not rebuke them with harsh words ... but rather lead them gently - with URLs - so that they may learn wisdom.
