Like holli said, this module has an XS section. You either need a PPM distribution, or a C compiler.

A Google search for Lingua::CollinsParser PPD yielded no results. Kobes' Search, which usually lists where PPM distributions can be found, doesn't list anything either. Thus, there doesn't seem to be any PPM distribution available.

Some people are known to take requests, so perhaps you could follow the instructions there, to submit a request.
